Alabama's Open Records Act lets any citizen request public records. These are the documents that would answer the largest open questions. Every one of them exists. None of them has been published.
- The executed water-service contract for the site, including peak and makeup allocations and any wastewater provisions.
- The electric-service agreement and the cost-allocation study supporting it.
- The site plan on file with the county, including generator count, fuel type, and permitted run hours.
- Any recorded option, purchase agreement, or deed instrument for the parcels.
- Any executed community-benefit or gift agreement, including administrative fees and disbursement schedule.
- Minutes, agendas, and notice records for every meeting at which the project was discussed.
